A review of appropriate indicators for need-based financial resource allocation in health systems

Abstract Background Optimal, need-based, and equitable allocation of financial resources is one the most important concerns health systems worldwide. Fulfilling this goal requires considering various criteria when allocating resources. The present study was conducted to identify need indicators used allocate in different countries Methods A systematic review on all published articles reports need-based English language from 1990 2020 databases, including PubMed, Cochrane, Scopus as well those Persian magiran, SID, Google scholar search engines. After performing stages screening, appropriate studies were identified their information extracted independently by two people, which then controlled a third person. data finally analyzed content analysis method using MAXQDA 10 software. Result This yielded 823 studies, 29 included for final review. findings indicated that many resource formulas attempt deal with care needs some weighting methods individuals. In regard, commonly found follows: age, gender, socio-economic status or deprivation, ethnicity, standardized mortality ratio (SMR), modified (disease consequences, self-assessed health, disability), geographical area / place residence (geographical) (rural versus urban), cross-boundary flows, cost services, donations. Conclusion systems’ each country should be designed order simple transparent accordance moral norms society. Moreover, these good representative people areas country. addition, related available an acceptable extent.
